Obfuscate

(v.) To muddle or confuse. To muddy the issue. To make obscure or darken. To cloud or cover.

Ex. "Ozzie the Obfuscator always answers a question with another random question. For example, if you ask him if he washed the dishes, he'll ask you "Did YOU wash the dinosaur?!" He is constantly obfuscating the real issue. He's also lazy and I don't like him."
